After going through the said notification it has come to my notice that the schools under DDO (where there is no Administrator/ MC due to non-legal reasons) shall loose this chance to opt their administrative status as it is not clear who is to sign in Annexure - II in place of President & Secretary/ Administrator?

Conversion of Aided schools into Sponsored Schools - Expression of Interest

The Govt of WB has asked all aided school authorities to exercise option to convert the Schools into sponsored schools within 30-04-2013 date of publication of the Notification being 01-04-2013

The MC shall have to adopt resolution in a meeting convened to discuss such issue that must be within 30-04-2012 that means meeting shall be convened within 23.4.2013.

The Procedure: (for full order click here)

For School Authorities

•Convene a Meeting.

•Hold Meeting within 30-04-13.

•Adopt Resolution as per Annexure – I

•Submit option as per Annexure – II.

•Submission shall be within  30-04-13.

Formation of MC within 180 days from the date of conversion or subsequently prescribed further time period, as the case may be as per M R 1972

For District authorities…

•         Consider Validity of Option.

•         Prepare List Block Wise/Subdivision Wise

•         Submit Within 45 days i.e. 15-05-2013

For CSE

•         Prepare List District Wise .

•         Submit Within 60 days i.e.30-05-2013

West Bengal Council of Higher Secondary Education will conduct the Higher Secondary Examination and Class XI Annual Examination, 2013 which will commence on and from 13th March, 2013 and will continue up to 26th March, 2013.

In the above context all the District Inspector of Schools (SE) may note the following and take necessary action for smooth conduct of the said Examination. They should also circulate the matter to all concerned:

a) Normal classes will not be held during the period of examinations mentioned above, so that all teachers of all the schools may be utilized for the purpose of invigilation and Examination works.

b) All the Examiners, Head Examiner and the Scrutineers will perform their assigned duties properly for publishing of the result in due time. The Notification No. 393-SE(HS)/8C-08/07, dated 28.02.2012 issued by this Department should be strictly followed.

c) All the Head Masters/Head Mistress/Teacher-in-Charge/Principals must control and warn their students not to commit any violence/ hooliganism in the Examination Venue. The Institution whose students will commit such nuisance will be strongly penalized.

Conversion of Aided Schools into Sponsored Schools

1782 viewers' have visited my post on Conversion of Aided schools into a Sponsored School in the last 4days! I have received a lot of phone calls today on the same issue. Actually Cabinet of Ministers have approved the proposal of converting the schools. Bill shall be passed in the Assembly.

Initially Govt has allowed to apply within 24-12-2012. only 6090 schools applied and out of 98 schools has expressed unwillingness to come under the scheme.

I guess further chance for expressing willingness in the conversion will be given to all schools only after passing of bill. Because this is popular scheme as 98% of schools expressed their willingness.

CREATION OF DRINKING WATER SOURCE IN SOURCELESS SCHOOLS

Upper Primary Schools of the District to meet the expenditure to be incurred for purchase of Text Books @ Rs. 101/- per student of class - VI, @Rs.72/-per student of class - Vll and @Rs.l93/- per student of class - VIII should only be provided text books .Under no circumstances, students be given fund for purchase of text books. Sir/ Madam,

As to the procedure of admission of children in elementary classes in Govt-run and Govt-aided Pry/ Upper pry / High/ Higher secondary school for the academic session-2013, this is to inform that it has been decided by the state Govt, in school Education Department vide Memo No.

745-SE (EE)/ 10m-186/2010 dated 06.11.2012 and as per provision of RTE Act 2009 no child or his/her parent shall be subjected to any kind of screening procedure in case of his/ her admission to elementary classes and all children from 6-14 years shall be admitted to their age appropriate classes in neighbourhood school and elementary education shall be provided to them free of cost.

It has also been decided that admission in elementary classes shall be done through the process of lottery if number of candidates seeking admission to a class is more than the number of available seats for admission. The mode of conducting the lottery will be as follows;

(I)  At first a general lottery from amongst all applications irrespective of their categories (SC/ST/OBC etc) is to be done to select the general candidates,

(II) Thereafter, a set of lotteries for the order left over category wise are to be performed for selection of SC/ST/OBC candidates.

It is, however, mentionable in this connection that in case a Pry school and an upper Pry / High/Higher secondary school run in the same building/ premises, the class IV student of Pry School shall automatically be admitted to class V of the Upper Pry /High/higher secondary schools located in the common premises. No lottery is required to be done in case of admission of such children. After admission of all such interested candidates in class V, the rest seats shall be filled up through lottery. If any parent//guardian fails to get his/ her ward admitted to any school through the process lottery, he/she shall apply before the District Inspector of Schools ( PE/ SE), as the case may be, for admission of his/her ward in neighbourhood school.

Moreover, in terms of memo no 792 (76)-SE(EE)/10M-186/2010 dated 20.11.2012 of the School Education Department, Govt, of West Bengal, the admission of children will be started from Pre Primary class in place of class I from the academic session-2013 and the minimum age of admission of such children shall be 5 years + as on 01.01.2013 and the procedure of admission of the children of the [pre-primary class to class VII) shall be guided by the norms as stated in the above paragraph. All pre-primary children shall be provided mid-day meal. Due to paucity of space for their accommodation, they may sit with class-I students. Teaching learning process of such children shall be done by the existing teachers now and after mid-day meal, they may be allowed to leave school.

However, children who have completed any class at a lesser age in any school may be allowed to proceed to the next class in the same school or in any school. It may be clarified in this connection that any child admitted in the class I or any other classes in the previous year i.e. prior to 01.01.2013 in the lower age as per earlier Govt, order, shall continue to the next class even if his/her age is below limit of the age appropriate classes as prescribed below in terms of provision of RTE Act, 2009:

(I)               For class I The age of 6years and leave above but less 7 y ears of age

(II)             For class II, the age of 7 years and above but less than 8 years of age

(III)          For class III, the age of 8years and above but less than 9 years of age

(IV)          For class IV, the age of 9 years and above but less than 10 years of age

(V)            For class V, the age of 10 years and above but less than 11 yeas of age

(VI)         For class VI, the age of 11 years and above but less than 12 years of age

(VII)       For class VII, the age of 12 years and above but less than 13years of age

(VIII)    For class VIII, the age of 13years and above but less than 14 years of age

However, the above age of admission against appropriate classes will be applicable for class I only in the academic session of 2013. The appropriate age of children in other classes as noted above will not applicable from the academic session, 2013. Any child admitted in any other classes according to his/her age in the previous year, as per earlier Govt, order. He/she shall continue to the next class on the basis of that age in any school.

Sub: Illegal use/display of wild animals in laboratories/museums of schools/ Colleges - reg.

Sir,

1. Wild Life Crime Control Bureau (WCCB) is a statutory body constituted under the Wild Life Protection Act, 1972; for combating wildlife crime in the country. There are complaints of some Schools/Colleges illegally using/possessing wild animals in their laboratories/museums.
2. In this regard, it is mentioned that acquisition or possession of wild animal(any animal specified in Schedules I to IV of the Act) without the previous permission in writing of the Chief Wildlife Warden of the State or the officer authorized; is an offence against the Act. Capturing or injuring or killing of a wild animal is hunting and prohibited under law. Contravention of these provisions carries punishment up to 7 years of imprisonment or find or both. For any violation, the Head of the School/college concerned shall be deemed to be guilty of the offence and shall be liable to be proceeded against and punished accordingly.
3.  It is therefore, requested that this may be brought to the notice of Heads of all Schools/colleges under your control and directed to surrender any illegal wild animal (including specimens) in their possession to the Chief Wildlife Warden of the State concerned. They may also be advised against acquisition of wild animal or wild animal specimen in future.
