As to the procedure of admission of children
in elementary classes in Govt-run and Govt-aided Pry/ Upper pry / High/ Higher
secondary school for the academic session-2013, this is to inform that it has
been decided by the state Govt, in school Education Department vide Memo No.
745-SE (EE)/ 10m-186/2010 dated 06.11.2012
and as per provision of RTE Act 2009 no child or his/her
parent shall be subjected to any kind of screening procedure in case of his/ her admission to
elementary classes and all children from 6-14 years shall be admitted to their age
appropriate classes in neighbourhood school and elementary education shall be
provided to them free of cost.
It has
also been decided that admission in elementary classes shall be done through the process of
lottery if number of candidates seeking admission to a class is more than the number of
available seats for admission. The mode of conducting the lottery will be as follows;
(I) At first a general
lottery from amongst all applications irrespective of their categories (SC/ST/OBC etc) is to
be done to select the general candidates,
(II) Thereafter, a set of
lotteries for the order left over category wise are to be performed for selection of
SC/ST/OBC candidates.
It is, however, mentionable in this
connection that in case a Pry school and an upper Pry / High/Higher secondary
school run in the same building/ premises, the class IV student of Pry School shall
automatically be admitted to class V of the Upper Pry /High/higher secondary schools
located in the common premises. No lottery is required to be done in case of admission of
such children. After admission of all such interested candidates in class V, the rest
seats shall be filled up through lottery. If any parent//guardian fails to get his/ her ward admitted
to any school through the process lottery, he/she shall apply before the District Inspector
of Schools ( PE/ SE), as the case may be, for admission of his/her ward in neighbourhood
school.
Moreover,
in terms of memo no 792 (76)-SE(EE)/10M-186/2010 dated 20.11.2012 of the School Education Department, Govt, of West
Bengal, the admission of children will be started from Pre Primary class in place of
class I from the academic session-2013 and the minimum age of
admission of such children shall be 5 years + as on 01.01.2013 and
the
procedure
of admission of the children of the [pre-primary class to class VII) shall be guided by the norms as
stated in the above paragraph. All pre-primary children shall be provided mid-day meal.
Due to paucity of space for their accommodation, they may sit with class-I students.
Teaching learning process of such children shall be done by the existing teachers now
and after mid-day meal, they may be allowed to leave school.
However,
children who have completed any class at a lesser age in any school may be allowed to proceed to
the next class in the same school or in any school. It may be clarified in this
connection that any child admitted in the class I or any other classes in the previous year i.e.
prior to 01.01.2013 in the lower age as per earlier Govt, order, shall continue to the next
class even if his/her age is below limit of the age appropriate classes as prescribed below in
terms of provision of RTE Act, 2009:
(I)
For class I The age of 6years and leave above but less 7 y ears of age
(II)
For class II, the age of 7 years and above but less than 8 years of age
(III)
For class III, the age of 8years and above but less than 9 years of age
(IV)
For class IV, the age of 9 years and above but less than 10 years of age
(V)
For class V, the age of 10 years and above but less than 11 yeas of age
(VI)
For class VI, the age of 11 years and above but less than 12 years of
age
(VII)
For class VII, the age of 12 years and above but less than 13years of
age
(VIII)
For class VIII, the age of 13years and above but less than 14 years of
age
However,
the above age of admission against appropriate classes will be applicable for class I only in the
academic session of 2013. The appropriate age of children in other classes as noted above
will not applicable from the academic session, 2013. Any child admitted in any other
classes according to his/her age in the previous year, as per earlier Govt, order. He/she
shall continue to the next class on the basis of that age in any school.
