Professional Tax Exemption for PH category



Notification No.941-F.T. dated 7.3.1981
of Finance (Taxation) Department, Government of West Bengal

Exemption of Profession Tax in favour of
Certain physically handicapped persons
Notification No. 941-F.T. dated 7-3-1981

WHEREAS the governor considers it necessary so to do in the public interest;

Now, THEREFORE, in exercise of the power conferred by Sub-section (2) of Section 26 of the West Bengal State Tax on Professions, Trades, Callings and Employment Act, 1979 (West Ben. Act VI of 1979), the Governor is pleased hereby to exempt, with effect from the 1st April, 1981, the following class of persons from levy of tax under the said Act:

Class exempted

Salaried or wage-earning physically handicapped persons or physically handicapped persons who are not liable to pay Income–tax under the Income-tax Act, 1961 (43 of 1961).

Provided that the persons claiming the benefit of this notification shall furnish a medical certificate in the form appended to this notification obtainable from S.D.M.O./ D.M.O., if such persons resides in a district other than Kolkata and from a qualified surgeon attached to a Government Hospital if resides in Kolkata.

Explanation – For the purposes of the notification, the expression “physically handicapped persons” shall mean persons who are having permanent physical disability on account of injury, disease or congenital deformity or deprivation of any limbwhich has the effect of reducing substantially their capacity to engage in employments, professions, trades or callings shall include –
a)      the blind who are suffering from the following conditions:- a
i)                    total absence of sight, or
ii)                  visual acuity not exceeding 3/60 or 10/200 (Snellen) in the better eye with correcting lenses;

b)      the deaf whose sense of hearing is fully non-functional for the ordinary purpose of life;

c)      the dumb who are suffering from aphasia (complete loss of speech but sense of hearing normal) or whose speech is not clear and/or normal;

d)     the deaf and dumb whose sense of hearing is fully non-functional for the ordinary purpose of life and who are suffering from complete loss of speech or whose speech is not clear and/or normal; and

e)      the orthopaedically handicapped who have any disability of the bones, joints or muscles leading to substantial restriction of movement of any limbs.

*(a) having permanent physical disability on account of *injury/disease/congenial deformity/

*(b) being blind, suffering from the following conditions:-

CSIR Innovation Award for School Children



Council of Scientific & Industrial Research (CSIR) is the premier Industrial R&D Organization in India. On the occasion of its Diamond Jubilee in 2002, CSIR initiated Invention Award for school children to create awareness, interest and motivation for Intellectual Property amongst children.

AWARD

On the occasion of the World Intellectual Property Day which is celebrated through out the world on 26th April, CSIR  invites applications for the ‘CSIR Innovation Award for School Children (CIASC – 2013 )’

APPLICATION

Applicant must provide the details of the innovation submitted for the award in not more than 5000 words in English/Hindi including an abstract (in not more than 100 words), authenticated ( by giving seal and date) and sent through the Principal / Head of the School where the student is enrolled and personal details on a separate page as follows:

Title of the Innovation,        Name, date of birth, school and residential address, class, telephone no  (residence /school), e-mail address.

In case of proposals already selected for state, national, international or equivalent awards, only the subject matter  covering the improvements need to be submitted for consideration of CIASC-2013.Innovations Published/Exhibited during the period January 1 to September30,2013 maybe considered for the award.

The applications for the award not exceeding 5000 words in English/Hindi with requisite drawings/photographs will be considered. The write -up must describe the subject matter in a problem-solution mode and highlighting the novel features of the innovation and its advantages.

APPLICANT ’S ELLIGIBILITY

Any Indian student enrolled in an Indian school below the age of 18 years as on 31stJuly 2013 can apply.  A

Student can make only one entry .Proposals can be submitted by a student or a group of students.

INNOVATION

The innovation submitted should be a new concept or idea or a solution to an existing problem or completely a new method/ process/ device/ utility. The concept of the innovation should have been proved through a model, a prototype or experimental data. In case of working model/prototype only photos/videos/drawings may be sent along with the application. Essays/mere compilation of information from published literature/downloaded from internet will not be considered for award . Details of any assistance/ guidance provided by teachers/parents/friends or others must be appropriately acknowledged.

However, a hard copy should also follow through post with Principal’s authentication.

Conversion of Administrative Status of the Aided Schools in West Bengal

After going through the said notification it has come to my notice that the schools under DDO (where there is no Administrator/ MC due to non-legal reasons) shall loose this chance to opt their administrative status as it is not clear who is to sign in Annexure - II in place of President & Secretary/ Administrator?

Conversion of Aided schools into Sponsored Schools - Expression of Interest



The Govt of WB has asked all aided school authorities to exercise option to convert the Schools into sponsored schools within 30-04-2013 date of publication of the Notification being 01-04-2013

The MC shall have to adopt resolution in a meeting convened to discuss such issue that must be within 30-04-2012 that means meeting shall be convened within 23.4.2013.

For School Authorities

Convene a Meeting.

Hold Meeting within 30-04-13.

Adopt Resolution as per Annexure – I

Submit option as per Annexure – II.


Submission shall be within  30-04-13.
Formation of MC within 180 days from the date of conversion or subsequently prescribed further time period, as the case may be as per M R 1972


For District authorities…
         Consider Validity of Option.
         Prepare List Block Wise/Subdivision Wise
         Submit Within 45 days i.e. 15-05-2013
For CSE
         Prepare List District Wise .
         Submit Within 60 days i.e.30-05-2013
         Submission to Education Deptt.
For Department
         Forward the List to West Bengal Board of Secondary Education.
         No Time Limit.
The WBBSE shall
Issue Altered Memo of Recognition to such schools with valid options
         The Government will not be forced to be responsible

        Infrastructure support, maintaining PTR etc
        stoppage of grant-in-aid
        Withdrawal of approved teaching and non-teaching staff.

For willing schools FUND OF RMSA!!!!!

Suspension of Classes during HS Exam 2013

No.385-SE(S)/8C-01/2013, 21/02/2013.

West Bengal Council of Higher Secondary Education will conduct the Higher Secondary Examination and Class XI Annual Examination, 2013 which will commence on and from 13th March, 2013 and will continue up to 26th March, 2013.

In the above context all the District Inspector of Schools (SE) may note the following and take necessary action for smooth conduct of the said Examination. They should also circulate the matter to all concerned:

a) Normal classes will not be held during the period of examinations mentioned above, so that all teachers of all the schools may be utilized for the purpose of invigilation and Examination works.

b) All the Examiners, Head Examiner and the Scrutineers will perform their assigned duties properly for publishing of the result in due time. The Notification No. 393-SE(HS)/8C-08/07, dated 28.02.2012 issued by this Department should be strictly followed.

c) All the Head Masters/Head Mistress/Teacher-in-Charge/Principals must control and warn their students not to commit any violence/ hooliganism in the Examination Venue. The Institution whose students will commit such nuisance will be strongly penalized.

in the New CCEwhich was published vide its memo no. Admin/ 139 dt 29/1/13 as follows   ;
For class 6 : 3 period for Science & 1 for EVS (earlier - 4 for science)
6 : 7 period for F.L & 1 for EVS (earlier - 8 for F.L)
Evaluation System for Physical  Education will be decided by the School.

Conversion of Aided Schools into Sponsored Schools

1782 viewers' have visited my post on Conversion of Aided schools into a Sponsored School in the last 4days! I have received a lot of phone calls today on the same issue. Actually Cabinet of Ministers have approved the proposal of converting the schools. Bill shall be passed in the Assembly.

Initially Govt has allowed to apply within 24-12-2012. only 6090 schools applied and out of 98 schools has expressed unwillingness to come under the scheme.

I guess further chance for expressing willingness in the conversion will be given to all schools only after passing of bill. Because this is popular scheme as 98% of schools expressed their willingness.

Heads of Primary & Upper Primary Schools under Burdwan District having source less of drinking water may contact local SI/ADI/BDO/SDO for inclusion of his /her school name in this project.

PHE Deptt has asked to provide them  pinpoint sites in connection with creation of source of drinking water to source less Primary and Upper Primary Schools.

TEXT BOOK GRANT TO RELEASE BY SSM BDN


Upper Primary Schools of the District to meet the expenditure to be incurred for purchase of Text Books @ Rs. 101/- per student of class - VI, @Rs.72/-per student of class - Vll and @Rs.l93/- per student of class - VIII should only be provided text books .Under no circumstances, students be given fund for purchase of text books. School Authority will purchase the text books approved by WBBSE from publishers. The following text books will be provided by the Govt.
